RULES and REGULATIONS

The World Arabian Horse Championship is organized by the CENECA and the Comite des Expositions de Paris.

The Championship is recognised by ECAHO with whom it is affiliated.

The E.C A.H.O. rules for 1997 are fully applicable in cases not specified by the rules hereof.

 

I - General Information -

· Saturday November 29th «Female» qualifying rounds 10 a.m. to 2 p m.

· Sunday November 30th «Male» qualifying rounds 10 a.m. to 2 p m.

· Monday December 1st Finals of the World Championship 12 a.m. to 5 p.m.

The initial list of judges may be changed at the last minute owing to the absence of a judge due to sickness or accident, without this providing just cause for complaint Within the Competition area, all communication between judges and exhibitors is done through the steward.

III - General Conditions -

1 - Admission

The World Championship for Arabian Horses is open to all Arabian horses aged one year and over at the closing date for entries, registered in an official stud book recognised by WAHO (World Arabian Horse Organisation) and satisfying the qualification criteria stipulated below (para. III B).

2 - Qualifìcations

For Europe:

· A title of Champion or Reserve-Champion in a class C E.C.A.H.O. competition or a 1st prize for horses born in 1996

· A title of Champion, Reserve-Champion or a 1st, 2nd or 3rd prize in a class A, B or offcial National Championship competition, featured on the official list of the E.C.A.H.O.

For the USA:

· A title of Champion, Reserve-Champion or a 1st, 2nd or 3rd prize in the National US Competition.

· A title of Champion, Reserve-Champion or a 1st, 2nd or 3rd prize in the Scottsdale Competition.

· A title of Champion or Reserve-Champion or a 1st prize in all «Regional» competitions.

For the rest of the World:

· A title of Champion, Reserve-Champion in an Official National Championship.

· A title of Champion, Reserve-Champion or a 1st prize in an Official International Competition.

Proof of qualification must be enclosed with the application form and will be checked by the E.A.H.S C (Competition Commission of the E.C.A.H.0 )

3 - Classes

Four Championship finals are scheduled:

  CM 1 «Junior Female» World Championship Fillies aged 1 to 3 years
  CM 2 «Senior Female» World Championship Mares aged 4 years and over
  CM 3 <Junior Male» World Championship Colts aged 1 to 3 years
  CM 4 «Senior Male» World Championship Stallions aged 4 and over

Qualifying classes are scheduled for each Championship final as follows :

CM 1    
Class CM 1 a   "Junior Female" aged 1 to 3,
Class CM 1 b   divided into 2 equal classes a and b according to their age.
CM 2    
Class CM 2 a   "Senior Female" aged 4 years and over
Class CM 2 b   divided into 2 equal classes a and b according to their age.
CM 3    
Class CM 3 a   "Junior Male" aged 1 to 3,
Class CM 3 b   divided into 2 equal classes a and b according to their age.
CM 4    
Class CM 4 a   "Senior Male" aged 4 and over
Class CM 4 b   divided into 2 equal classes a and b according to their age.

IV - Scoring System-

I - Notation

1.- The horses will be judged individually at a standstill, walking and trotting by each judge who will attribute

a) for each qualifying class, five judges will each attribute to each horse

· a score Rom 10 to 20 for type

· a score from 10 to 20 for head and neck

· a score from 10 to 20 for body and top line

· a score from 10 to 20 for legs

· a score from 10 to 20 for movement

b) For each Championship final .

The qualified horses will be judged by five judges.

Each judge will designate the Champion and Reserve-Champion of his choice. The classification of each judge will be translated into points 1st = 3 pts, 2nd = 1 pt In case of a tie, the score earned in the qualifying class will decide between the horses and if it is necessary, the score earned for type.

The marks will be entered into the computer system and displayed for each horse and each judge as the judging progresses.

2 - Placing

At the end of each qualifying class, the horses in the 1st to 5th positions will be declared «Elite» and qualify for the final of the corresponding Championship.

For each Championship final:

The horse having obtained the best score from all the judges will be declared «World Champion»

The horse having obtained the second best score from all the judges will be declared «Reserve-World Champion».

3 - Score checking

A score checking steward will be designated to supervise the computer entries and the display of the scores.

Each Championship class or qualifying class will be judged by a panel of five judges.

V - Invitations -

The National Associations and Federations will be sent a set of the present Rules and will be responsible for distributing them to their members.

VI - Entries -

Entry fee :1.900 FRF (inc. VAT) per horse, including rental of the box stall.

Payment by cheque in French francs to Comite des Expositions de Paris.

Exhibitors must send their entry forms before the final deadline of:

· 21 October 1997

· 14 November 1997 for horses qualified at the European Arabian Horse Championship in Verone, 8 and 9 november 1997.

Entry applications are accepted according to the space available. No entry will be accepted by fax or telex.

No entries will be accepted without payment by cheque, a certified copy of the original papers of each horse and the proof of qualification.

The signature of the entry form incurs the civil and penal liability of the competitor in the case of a dispute in any form whatsoever.

In the event of a search for responsibility, the organisers will only take into account the name of the signatory, and it will be his responsibility to start proceedings against third parties that he deems necessary.

VII - Presentation of the horses -

1 - Concerning the preparation and make-up of the horses, the rules of the E.C.A.H.O. paragraphs 29 to 32 apply with the following reserve in paragraph 31 a: the tactile hairs and the inner ears of the horses will not be shaved after the closing date for entries.

2 - Concerning the protection of horses and drug abuse, the rules of the E.C.A.H.O paragraphs 35 to 38 are fully applicable.

3 - Handlers

Handlers will be aged 16 and over.

All persons presenting a horse will be neatly dressed.

Qualifying classes:

All-white dress, straight trousers (riding breeches, ski-pants and tights forbidden). The garments should bear no distinctive marks.

Championship classes:

Full dress, jacket and tie compulsory.

Each horse should be presented to the judges by one person only.

The handlers showing more than one horse in the same class will provide another person wearing competition clothing to hold the horses during the class.

4 - Numbers

Numbers are to be collected from the Championship office, Building 6, in exchange for a deposit of 200 FRF per number and must imperatively be returned after the events.

5 - Respect of the time schedules

The timing of the events will be communicated to the exhibitors in their technical file. The horses should be in the paddock at least twenty minutes before the start of the event. All delays shall result in elimination.

VIII - Technical Conditions -

4 - Arrival and departure of the horses

The horses will arrive on Thursday 27th November between 1 and 6 p.m. and on Friday 28th November between 7 a.m. and 1 p.m.

The horses must have left the salon exhibition hall by Tuesday December 2nd before 10 a.m.

5 - Food for the horses

This will be provided by the exhibitors themselves. However, fodder and grain may be bought on-site.

6 -Stabling

The box will be attributed by the competition organisers and will be provided with bedding.The stable buildings will be closed from 8 p.m. until 7 a.m. the following morning.Night supervision is ensured by the security service.Veterinary supervision is also provided at night.Decorative elements in the stalls should be fireproof.The horses must be visible to the public.

IX - Veterinary Matters -

1 - Veterinary Inspection

The veterinary inspection and the checking of passports and identification documents shall take place on Friday 28th November at 1 p.m.

The owners will present each horse in the order of the programme numbers with the original identification document or passport.

Uncertified copies of documents will not be accepted under any circumstances whatsoever.

In compliance with the Veterinary Regulations of the FEI (art. 1011) all horses will be accompanied by the original documents mentioned above in order to establish the proof of ownership as well as its identification.

In the case of incomplete or insufficient documents, the horse will be refused entry by the Disciplinary Commission.

2 - Vaccination

Vaccination against equine influenza and rabies

All horses must be up to date with their intluenza and rabies vaccinations

All horses taking part should have an identification document validated by the authorities of each country and have the «vaccination sheet» stamped by a veterinarian who does not own the horse.

3 - Drug testing -

All horses entering international events may be submitted to a test.

All Champions will be immediately accompanied from their class to the veterinary stall for a compulsory blood and urine test The exhibitor or his representative will be present to sign the necessary documents.

The horses drawn (a minimum one per class), the morning preceding the event, will have a blood test carried out by the veterinary of the competition in their stalls after the class in which they have just taken part The exhibitor or his representative will be present to sign the necessary documents.

In the case of a positive test proving the use of drugs on the horse, the latter will be disqualified and will be required to return his prizes and awards.

X - Miscellaneous -

1 - Complaints

To be valid all complaints will be lodged within 24 hours following the end of the competition, with the Competition Management, together with a deposit equal to 80 Swiss Francs.

2 - Doctor - Veterinary - Farrier

Medical and veterinarian treatments as well as the services of a famer will be paid by the owners, handlers or persons connected to the horse.

3 - Insurance

All exibitors must make sure that their Personal, Civil Liability, Individual Accident and Sickness insurance policies are valid In the event of a competitor not being correctly insured, the Civil Liability of the organisers will not be incurred. The horses and equipment of the competitors remains under their supervision and responsibility for the duration of the event

5 - Access passes - Parking cards

The exhibitor will be directly sent a technical file including .

· 1 van parking card

· 3 breeders cards for the first horse entered

· 1 card per additional horse from 2 horses onwards.

Additional breeder passes will be sold at the Competition secretariat building 6,

at the price of:
